AI Chatbots Deliver ‘Misleading and Partial’ Voting Advice, States Dutch Watchdog

AI assistants are proving to be “inaccurate and evidently prejudiced” when offering voting advice, the Netherlands’ data watchdog has reported, issuing warnings about a potential threat to democratic processes just over a week before the country’s general election.

Study Shows Consistent Bias in AI Suggestions

The quartet of AI assistants evaluated by the AP “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the regulator explained in a report published ahead of the 29 October election.

For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of Geert Wilders or the progressive GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, even when the user’s input exactly matches the stances of these political entities, the study indicated.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The vice-chair of the AP, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that did not necessarily align with their ideological beliefs, she added.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and difficult to verify.”

Election Context and Party Dynamics

Netherlands citizens vote on 29 October in an electoral contest that will be keenly observed around Europe for the performance of the Freedom party.

The right-leaning group of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties appears to be narrowing, with many voters yet to make up their minds.

All major parties have rejected a coalition with the Freedom party, meaning the runner-up party is most likely to provide the next prime minister.

Inadvertent Prejudice Attributed to Chatbot Functioning

The AP stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
